Digicel leads project to deliver high-capacity undersea cable to Haiti ...

Two years after Haiti was struck by a devastating 7.0 magnitude earthquake, the country is set to receive a major boost with the delivery of a US$16m 200km undersea cable which will link the country to the world via internet connectivity, thanks to Digicel.

The project ? which is being undertaken in conjunction with Columbus Networks, the undersea fibre-optic cable network provider in the Pan Caribbean Americas region, and Alcatel-Lucent (Euronext Paris et NYSE : ALU) ? will dramatically expand the range and quality of fixed and mobile broadband services and content delivered throughout the country.

The earthquake in January 2010 damaged or destroyed much of Haiti?s communications network ? including the country?s only other subsea cable link which, to date, has not been fully restored. As a result, the Haitian population and the Haitian economy have suffered from the lack of high-capacity broadband connectivity that is pivotal to business, public sector and social activity.

Digicel Group Director of International Business, Conor Clarke, said; ?For more than two years now, Haiti?s recovery has been hindered by the lack of high-capacity broadband connections with the rest of the world. With the delivery of this critical undersea cable, the people of Haiti will see a truly dramatic improvement in the range and quality of communications services available.?

Once completed, the FibraLink Extension to Haiti will provide a secure, high-capacity subsea link with 21 other countries in the Caribbean region ? as well as with the United States and the main internet backbone gateway located in South Florida. Digicel is funding the entire project and has drawn on Alcatel-Lucent and Columbus Networks? technology and demonstrated expertise necessary for the deployment of the high-capacity link.

Digicel?s undersea cable project is the latest in its ongoing recovery and rebuilding efforts in Haiti. As the single largest private investor in Haiti, Digicel has invested over U$600 million to date and employs over 900 people directly and more than 60,000 people indirectly.

Alcatel-Lucent originally deployed the FibraLink system which provides coastal and terrestrial connectivity from Kingston to Ocho Rios and Montego Bay in Jamaica with direct connectivity to the US by integrating into other part of the Columbus Networks infrastructure.

NEW YORK (AP) ? The son of Norman Mailer joined a protest Thursday against the Village Voice, the New York City weekly his late father co-founded that's now accused of running ads peddling underage prostitutes.

John Buffalo Mailer, 33, an actor and writer, marched with about 100 protesters from a park to the Voice's East Village offices on Cooper Square. They want the weekly's parent company to shut down its Backpage.com adult classified section, which they say includes ads linked to child sex-trafficking.

"This was once a progressive paper, a people's paper, and to see it lose its credibility is heartbreaking," Mailer told The Associated Press. "He would not have approved of this at all."

One sign read: "Village Voice ? Stop Profiting from Sex Trafficking."

The Phoenix-based Village Voice Media, which operates the paper, said Backpage.com cooperates with law enforcement, reports potential sexual exploitation of children and uses such tools as an automated filter system and manual reviews to detect and prevent sex trafficking.

"The realities and complexity of human trafficking and sexual exploitation are such that to announce that a single website ? Backpage.com or other ? is the primary source of the scourge and therefore holds the cure to this horrendous problem is not only unsupported but irresponsible," said Liz McDougall, general counsel for Village Voice Media.

The Rev Galen Guengerich, senior pastor of Manhattan's All Souls Unitarian church, said he believes there's another reason the ads appear in the paper:

"It's all about the money," he said.

He said the adult ads boost the finances of a publication that's been struggling to survive in recent years. He said, "It's ironic that at its beginning, the Voice did exactly what we're doing today" ? opposing corruption and social wrongdoing.

"Now, they're defending a revenue stream," he said.

Protesters set up a pile of children's sneakers.

"These are for the girl who should have been walking in these shoes, but isn't," said Guengerich, holding up a pair. "We hear the silent cries of those who have been used and discarded."

The coalition of protesters ? religious leaders, activists and politicians ? delivered a petition signed by almost a quarter of a million people demanding that Village Voice Media stop running the ads.

Opposition to them started last year. In August, a group of attorneys general from across the country wrote a letter to Backpage.com saying its efforts to curtail the ads had failed.

"While Backpage.com professes to have undertaken efforts to limit advertisements for prostitution on its website, particularly those soliciting sex with children, such efforts have proven ineffective," the prosecutors said.

They said that over three years, they had tracked more than 50 instances, in 22 states, of charges filed against those trafficking or attempting to traffic minors on the site.

In some cases, adults are pictured but minors are substituted at the point of sale in a grossly illegal transaction, the prosecutors said.

Several New York City Council members have introduced a resolution asking Village Voice Media to close down the adult section being used as a "platform to traffic minors for sex."

Such classifieds often use veiled words like "petite" and other codes to signal underage sex, said one protester, Katrina Eugenia, 24, a photographer and painter.

Thursday's rally was organized by Groundswell, the social action initiative of the New York-based Auburn Theological Seminary, which trains Presbyterian clergy.

Russian Money Into French Clouds: App Analytics Platform Capptain Gets $1.5M From Runa Capital

Paris, France-based Capptain has raised $1.5 million from Russian VC fund Runa Capital. The investment, says Runa, will be used to help Capptain expand its geographical footprint in Europe, Russia and the U.S. Past funding in the startup was not disclosed but TechCrunch understands that it was a seed round led by angels and totaling around $500,000.

Michigan's steadier job growth reason for optimism

LANSING, Mich. (AP) ? Michigan has regained more than 151,000 jobs since the number of working residents fell to a recessionary low in mid-2009, a steady climb that began under Democratic Gov. Jennifer Granholm and has continued under Republican Gov. Rick Snyder.

Still, even as the state has seen its unemployment rate drop from a peak of 14.2 percent in August 2009 to 9 percent in January, economists say Michigan still has a long way to go to recover the 857,000 jobs lost between the April 2000 employment peak ? when the jobless rate was just 3.4 percent ? and the trough the state hit two years ago. As of January, over 700,000 remained unrecovered.

Yet the sense is growing that Michigan ? finally ? may be over the decade-long slump that Snyder says left residents divided and far too discouraged about the state's advantages and ability to recover. Michigan residents are giving both the Republican governor and Democratic President Barack Obama higher job approval ratings as the economic climate improves. But a sense of caution remains.

"We have been busy reinventing Michigan, breaking some bad habits of the past and embracing new opportunities for our future," Snyder told German company officials during a weeklong trade trip that resulted in a German orchid grower announcing it would open a 30,000-square-foot facility in Kalamazoo. "To those of you looking to expand your global presence or enter the North American market, Michigan is the place to be."

Rick Waclawek, director of the state's Bureau of Labor Market Information and Strategic Initiatives, has followed the long slump and slow recovery.

"We've been able to increase our employment after nine or 10 years where we were losing employment in Michigan," he said. "As far as job growth, we are one of the leaders in the nation, on a percentage basis."

He still sees areas of concern. Although the February unemployment rate, due out Wednesday, could continue the steady improvement the state has seen over the past four months, the percentage of discouraged workers or those working only part-time when they want to work full-time averaged 18.3 percent in Michigan in 2011, according to the federal Bureau of Labor Statistics.

"There's still that nagging unemployment level, particularly the long-term unemployed," Waclawek said. "That's probably the thing we need to be focused on, to make sure that we develop some (training) opportunities, jobs for the long-term unemployed."

To help students and workers find out information about careers, educational and training opportunities and job openings, Snyder launched the Pure Michigan Talent Connect website in early December. The site is intended to give employers and jobseekers a place to find each other and allow workers to assess their skills and connect with mentors and internships.

The governor wants lawmakers to approve self-employment assistance that would give benefits to unemployed workers who are setting up their own businesses rather than requiring them to pursue job opportunities in order to qualify.

Snyder also has proposed spending $15 million starting Oct. 1 to provide job training for 15- to 29-year-olds and ex-offenders in cities with the most crime to get the chronically unemployed back to work.

"Obviously, you can't fill every job, because there will always be openings," Snyder said when he unveiled his plan for "growing talent" late last year. "But if you start saying, 'Can we cut that number in half?' that would drop the unemployment rate by a whole percentage point. And that's a lot of jobs and major improvement."

The biggest driver of Michigan's resurgence has been the auto industry. Ever since General Motors Co. and Chrysler Group emerged from managed bankruptcies in 2009, they've been on an upward swing, allowing the state in 2010 to add more manufacturing jobs than it lost for the first time since 1999. GM even won back the title of the world's No. 1 automaker from competitor Toyota Motor Co., after Toyota had to slow production last year after an earthquake and tsunami struck northern Japan.

The improvement has spread into other sectors, giving Michigan its lowest unemployment rate in more than three years.

"When manufacturing goes up ... it puts more money back into the economy," Waclawek said.

Not every sector has grown. Local governments and school districts have shed thousands of jobs as tight tax revenues have led to layoffs. Michigan has been among states with the largest government job losses since June 2009.

And its jobless rate has dropped in part because jobless workers have become discouraged and either moved away, headed back to school or otherwise quit looking for work. Waclawek says it's almost impossible to track where those former workers have gone.

Still, the trend is hopeful. Michigan's January jobless rate was lower than 10 other states and the District of Columbia, coming in nearly 4 percentage points below nation-leading Nevada's rate of 12.7 percent and well below rates in California and North Carolina. It's slowly growing closer to the national rate of 8.3 percent, and has seen a decline of 5 percentage points since the end of the national recession in mid-2009.

University of Michigan economist George Fulton forecasts Michigan will add about 26,000 net jobs this year and 28,500 in 2013 before seeing greater growth of 46,800 jobs in 2014. That's slower than the net 63,500 jobs the state added in 2011, but Fulton said it's still reason for optimism.

"Now that the darkest days are in the books, much of today's news is positive," Fulton told state officials in January.

Funding cuts put 3.4 mln TB patients at risk: NGOs

LONDON (Reuters) - A $1.7 billion funding shortfall to fight tuberculosis (TB) over the next five years means 3.4 million patients will go untreated and gains made against the disease will be reversed, three non-governmental (NGO) agencies said on Friday.

The Global Fund to fight AIDS, TB and Malaria, which has helped prevent 4.1 million deaths from TB, no longer has the resources to expand its work against the infectious disease, the International HIV/AIDS Alliance, the Stop AIDS Campaign and anti-poverty group Results UK said in a joint statement.

"We are facing some huge challenges, particularly in that over 80 percent of the external funding that is going into tuberculosis control is going through the Global Fund' and the Global Fund is facing a funding crisis," Aaron Oxley, executive director of Results UK, told reporters in a telephone briefing.

"The problem is that infectious diseases don't slow down when the money slows down - they keep infecting and that's building up a bigger problem for us to deal with in the future."

TB is a worldwide pandemic that kills around 1.5 million people a year and is caused by the bacterium Mycobacterium tuberculosis.

The infection destroys patients' lung tissue, causing them to cough up the bacteria, which then spread through the air and can be inhaled by others. In 2010, 8.8 million people had TB, according to the World Health Organization (WHO).

The three NGOs who issued their statement ahead of World TB Day on March 24, called on governments to scale up funding of TB, HIV and malaria programmes at a G20 meeting in Mexico in June in an effort to replenish the Global Fund with $2 billion.

The public-private Global Fund to Fight AIDS, Tuberculosis and Malaria, the world's largest financial backer of the fight against the three infectious diseases, said in November it had been forced to cancel new grants and would make no new funding available until 2014.

Oxley said the effect of that decision was to create a funding shortfall of $1.7 billion for work on treating TB over the next five years.

Since it was founded in 2002, the Global Fund says it has helped detect and treat 8.6 million cases of TB.

The international medical charity Medecins Sans Frontieres said the lack of Global Fund money put the fight against TB at risk and would leave countries "unable to aggressively tackle their TB epidemics."

MSF also warned in its World TB Day statement that the spread of multi-drug resistant TB (MDR-TB) is much greater than previously estimated.

"Wherever we look for drug resistant TB we are finding it in alarming numbers," said MSF president Unni Karunakara. "And with 95 percent of TB patients worldwide lacking access to proper diagnosis, efforts to scale up detection of MDR-TB are being severely undermined by a retreat in donor funding - precisely when increased funding is needed most."

Over the next two years, the Stop TB Partnership estimates that globally 244,000 people will go untreated for TB, 40 percent of them living in Mozambique and Tanzania. In Zambia, almost 11,000 TB patients and almost 132,000 HIV positive people are at risk due to funding shortfalls.

Because the human immunodeficiency virus (HIV) that causes AIDS weakens the immune system, people with it are much more likely to be infected with TB. Around 34 million people around the world have HIV, and the majority of them live in Africa.

"We have done ... well in terms of providing treatment for people with TB because of the funds ... from the Global Fund," said Michael Gwaba, a Zambian TB-HIV patient who works for the Community Initiative for TB, AIDS and Malaria (CITAM+). "Our present worry is that if the Global Fund is not funded, that is going to affect all the work we've done within the country."

Before I write anything else, let me say:? I think the LA Stage Talks series is a good idea, and I fully intend on attending at least one ("Why Are Theatre-Makers the Masters of Collaboration?" on May 14th) and will try to catch the livestreams of the others.? Conversations are good.? Thinking about what theatre can do, how that differs from other forms of art and entertainment, and how we might flex that power; these are worthwhile pursuits.? The LA Stage Alliance fulfills an important need for Los Angeles theatre, and it pleases me to see them proactively doing this sort of thing for?the community.

However, in reading the press release (quoted in its entirety below) I can't help but roll my eyes.? Name one other form of art or entertainment that indulges in this kind of navel-gazing.? A series of panel discussions?? Really?? Here's what is in store for attendeees of the first panel, entitled "What is the Intrinsic Impact of Live Theatre?":

The results will be revealed of a two-year, nationwide research study called ?Measuring the Intrinsic Impact of Live Theatre,? that looked at 18 theatre companies across the country, 58 productions, and over 20,000 survey responses ? all in an effort to increase the field?s understanding of what seeing a piece of theatre actually does to someone emotionally, intellectually, and empathetically.
That's very exciting, in a dreadfully wonkish sort of way.? Meanwhile, people are out there actually making compelling theatre, people who don't give two shakes about panel discussions regarding the intrinsic impact of live theatre because said people are actually achieving that impact on a nightly basis.

As a sweaty-toothed madman once said (in his poem, "When I heard the Learn'd Astronomer"):

WHEN I heard the learn?d astronomer;
When the proofs, the figures, were ranged in columns before me;
When I was shown the charts and the diagrams, to add, divide, and measure them;
When I, sitting, heard the astronomer, where he lectured with much applause in the lecture-room,

I am looking forward to hearing more about these panels, and if you've read this blog for any amount of time, you know I like pondering my own theatrical belly-button as much as the next guy.? I trust that all sorts of marvelous things will come from these discussions--I really do.? I am sorry to be such a cynic about this.? Meetings just make me ... itchy.

Drowning in Code: An analysis of codes of conduct applying to online activity in Australia [PDF] by Chris Connolly & David Vaile of the Cyberspace Law & Policy Centre UNSW examines 16 codes of conduct relevant to Australian consumers online.

The 49 page report comments that -

Australians face a complex, confusing and often inconsistent environment when it comes to regulating how businesses and consumers should conduct themselves online.This Report examines 16 codes of conduct that are relevant to Australian consumers when they engage in online activity (13 active codes and 3 draft codes). It is the first report to analyse the numerous codes of conduct that have been developed in Australia to address online conduct.

These codes, individually and together, offer online users the prospect of assistance dealing with unsatisfactory conduct by businesses and others, but whether they meet expectations has been unclear.

The Report compares each code against best practice guidance on the development and implementation of codes of conduct issued by Australian regulators. The report also examines the coverage of codes, through an analysis of the code coverage amongst the top 50 websites visited by Australian consumers, and the top 19 ISPs by Australian market share.

The report identifies 13 codes that are currently in force and three significant draft codes. Those codes are -

The authors identified several consumer issues -
? the very number of codes which could potentially be applicable to a given online transaction or issue;
? the complexity of their overlapping coverage;
? wide variations in language, procedure, remedies and robustness;
? uncertainty about coverage and ?jurisdiction? broadly considered, including an often limited or non-existent capacity to involve dominant online service providers operating offshore;
? patchy or very low sign-up by industry participants, and in some cases difficulty in ascertaining who is a ?member? of the code and what this means;
? inconsistent approaches to effective complaint handling;
? inconsistent or undeveloped approaches to cross-referral to other codes or code bodies where an inquiry may be outside scope of the first code considered (to prevent ?falling through the cracks?); and
? a tendency to focus on industry rather than consumer convenience in regulatory scheme design
They comment that -
the majority of codes require companies to subscribe to the code before coverage can be assured, and for most codes sign-up rates are very low.

In addition, many of the top 50 websites visited by Australian consumers are hosted outside Australia by organisations that appear unlikely to sign up to Australian codes of conduct. However, there are some very limited examples of global companies signing key Australian codes.

Overall the coverage of the 13 codes appears to be very poor. Simply having a large number of codes does not ensure consumer protection if most codes only have a few signatories.

Organisations are also faced with a difficult decision in deciding which codes to sign. ... The benefits of signing additional codes diminish rapidly once an organisation is already covered by one code.

There are significant overlaps in code content amongst the 13 codes in force and the three draft codes.

The main overlaps are in the areas of:

? privacy protection;
? truth in advertising;
? refunds and returns; and
? the prohibition against sending spam.
Some of these requirements appear in more than ten of the codes in the study. These overlaps have a range of impacts for potential signatories, including:
? uncertainty about which and how many to join, or whether they are eligible, or required, to join;
? whether their obligations would vary between the codes;
? the necessity to understand the details of overlap; and
? implications for compliance with overlapping and potentially inconsistent frameworks.
The overlaps may also cause concerns for consumers, including:
? uncertainty about which and how many codes might cover a particular situation or concern;
? whether codes covering similar concerns are consistent on specific points;
? the implications of any inconsistency;
? whether there is effective referral between codes where one has more direct relevance than another; and
? whether there are implications for successful resolution of concerns arising from deciding to start with one rather than another possibly relevant code.

Santorum spending Ill. primary night in Gettysburg

(AP) ? As Illinois Republicans vote in the state's presidential primary, GOP hopeful Rick Santorum is reconnecting with a son of Illinois remembered for one afternoon he spent in Pennsylvania.

Santorum plans to watch Tuesday's results from Illinois at a campaign party in Gettysburg, Pa., the venue for President Abraham Lincoln's famous Civil War address.

Santorum had campaigned in Illinois and looks to continue his trend of doing well in rural, conservative areas while largely ceding urban areas to Republican front-runner Mitt Romney.

Santorum aides cast his decision to return to Pennsylvania as a nod to Illinois' famous son. It's also a political move. Santorum represented Pennsylvania in the House and the Senate, and his aides have said he must do well there to continue a campaign that lags behind Romney in terms of money, organization and delegates.

Heading into Tuesday, The Associated Press delegate count showed Romney had amassed 521 delegates. Santorum had 253, former House Speaker Newt Gingrich had 136 and Rep. Ron Paul of Texas had 50.

Romney is on pace to collect the 1,144 delegates needed to win the nomination in June unless Santorum or Gingrich is able to start posting decisive wins. Neither Santorum nor Gingrich has signaled he will exit the race. That could mean they will continue to split the vote of conservatives voters who have never warmed to Romney.

A previously unknown species of leopard frog has been found in an urban range centered on Yankee Stadium in New York City. Christopher Intagliata reports

Scientists discover new species all the time?on the order of 15,000 a year. One of the latest additions to the tree of life is a new type of leopard frog. Which might sound unremarkable, except for where it was found: New York City.

But how does a frog go unnoticed in the Big Apple? Well even experts have a hard time telling this new species from its northern and southern cousins on looks alone. But the new guy has a different croak, which raised ecologists' suspicions. So they tracked down four leopard frog populations with the unique call?including one within view of the Statue of Liberty?and took DNA samples.

As they suspected, the odd croakers weren't southern or northern leopard frogs, or even a mix. They had a genetic ancestry of their own?earning them new species status. Those results appear in the journal Molecular Phylogenetics and Evolution. [Catherine E. Newman et al., "A new species of leopard frog (Anura: Ranidae) from the urban northeastern U.S."]

The frogs are tough New Yorkers?the center of their range appears to be Yankee Stadium. But the researchers say that the urban amphibians face threats like pesticides and infectious diseases. Not to mention real-life games of Frogger.

htcecoHTC?s is the Cinderella story of the mobile market ? they?ve gone from low-key provider of Windows Mobile hardware to Android-powered smartphone titan within the span of just a few years. Impressive as that is, HTC has done much more than just push out smartphones. In the past year alone, HTC has inked big deals with Beats Audio, Dropbox, and LogMeIn, with rumors of a potentially final MOG acquisition swirling around to boot. It?s pretty clear what HTC is trying to do here: they?re trying to buy an entire ecosystem for their devices, and frankly, good on them for it.

HBT: PED-case fallout? Braun 1-for-15 this spring

Ryan Braun went 0-for-2 with a walk in Saturday?s Cactus League game vs. the Angels, leaving him 1-for-15 with three walks and five strikeouts through the first half of the 2012 exhibition schedule.

It?s silly to over-analyze spring stats, but let?s just note that Braun batted .325/.372/.700 in 40 at-bats last February and March and is a .307/.367/.623 career hitter in Cactus League play.

One has to wonder whether his drawn-out PED case took a mental toll, and is now playing a factor in the slow start. For what it?s worth, Braun is not concerned.

?Spring Training has never been result-oriented,? he told MLB.com?s Adam McCalvy after Saturday?s 8-1 loss. ?It?s always process-oriented. The process is certainly a little different this year. It?s an adjustment I?ll have to make. If I go 0-for-50 in spring training, I?m 100 percent confident I?ll have success in the season. I?m serious. It?s just a different intensity, different focus, energy, enthusiasm when you play regular season games. It just is. Of course, I want to have success. You always want to have success. But it?s different.?
