The fish off Fukushima remain radioactive more than a year after the earthquake and subsequent tsunami triggered three meltdowns at the Daiichi nuclear power plant. In fact, bottom-dwelling greenling fish caught in August 2012 bore the highest levels of radioactive particles seen to date?25,000 Becquerels per kilogram. (A becquerel is a unit of the rate of radioactive decay?or radiation emitted by a substance.) That is 250 times higher than current Japanese safety standards, a key reason fishing off Fukushima remains prohibited.
The findings suggest that contaminated water is still leaking from the stricken power plant, the sea bottom itself is now laced with radionuclides, or both. Concentrations in the ocean water itself remain below any human health concern but they do pass into fish that swim through those waters.
"When fish 'drink' they take [cesium] and other salts up from the water they are swimming in, that accumulates in the muscle tissue," explains marine chemist Ken Buessler of the Woods Hole Oceanographic Institution, who compiled the analysis of publicly released Japanese fisheries data and published it in Science on October 26. But the fish also shed that cesium if they swim in uncontaminated waters, as has been seen in tuna that migrated from near Japan to near San Diego, suggesting that levels in fish should decrease over time. For this reason, most of the fish caught off Japan's northeastern coast are not radioactive. But roughly 40 percent of bottom-dwelling fish, such as flatfish or halibut, caught off the coast adjacent to Fukushima bear radionuclides above the Japanese food safety standard of 100 becquerels per kilogram.*
According to a response to questions from Scientific American that was prepared by staff at the U.S. Nuclear Regulatory Commission, ingesting fish at that level "would only produce a dose that is a small fraction of the dose that people receive from natural levels." For example, as Buessler notes, fish caught off Japan in June 2011 boasted levels of potassium-40?a naturally occurring radionuclide?10 times higher than those of radioactive cesium from Fukushima.
Radioactive cesium decays by emitting what's known as a beta radiation, a negatively charged particle that is easily blocked by metal, plastic or wood?but not skin. In particular, ingesting beta-emitting radioactive elements is "a concern," according to the NRC. "Beta particles released directly to living tissue can cause damage at the molecular level, which can disrupt cell function." Plus, beta particles are small enough to travel far in the body, causing damage far and wide.
U.S. safety guidelines from the Food and Drug Administration permit foods to bear 1,200 becquerels per kilogram of radioactive cesium, but the FDA declined to comment for this article. "The more restrictive action taken by the Japanese seems reasonable for the population living close to Fukushima because they receive radiation doses from other sources, including non-fish food, drinking water and land surface contamination," the NRC staff writes. "Based on the FDA and [World Health Organization] recommendations, eating fish contaminated at 100 Bq/kg would result in a small and acceptable exposure to radioactive cesium."

E! News has learned that the pop superstar's family has run up a nearly $1 million tab to pay for the eight-person legal team defending her in her defamation trial.
That amount, ironically, is what her former manager, Sam Lutfi, is seeking after suing Spears and her parents, Jamie and Lynne Spears, in February 2009 for breach of contract, libel, battery and intentional infliction of emotional distress, especially after what he said were "false statements" about him in Lynne's book "Through the Storm."

The Los Angeles lawyers defending the "Oops" singer include Leon Gladstone, Stephen Rohde, Joel Boxer and Bonita Moore, whose going rate is typically $500 an hour, but when they're in court, about $700 an hour. BISSAU (Reuters) - Guinea-Bissau's caretaker government said on Wednesday it sent an extradition request to Portugal for its exiled former prime minister, whom it accuses of ordering the assassination of a former president in 2009.

Guinea Bissau's military, led by General Antonio Indjai, detained Gomes Junior in an April 12 coup ahead of a run-off presidential election he was favored to win.
The election was meant to shore up stability in the impoverished cashew-producer nation, which has earned a reputation as a haven for Latin American drugs cartels ferrying cocaine to Europe.
Indjai accused Gomes Junior of having a secret pact with Angola, which had troops in the country at the time, to eliminate the army leadership.

Create content (with "content" being more than just text -- think images, video, rich text, reviews, comments, etc.) that is innovative, unique, and inspiring -- in other words, compelling!?
Next, you should base your optimization decisions first and foremost on what?s best for the visitors of your website. They?re the main consumers of your content, and they're using search engines to find your work. Rather than focusing hard on specific tweaks (AKA "gaming the system") to gain ranking positions in the organic results of search engines, focus instead on putting your site?s best foot forward. In other words, aim to please your ultimate consumers: your users, customers, and prospects ... not search engines.
Designing your site around your visitors? needs while making sure it's also easily accessible to search engines usually produces positive results. It helps users find the content they want faster, and ultimately convert. It?s a win-win situation.

WASHINGTON (AP) ? Their lives on hold for years, young adults are now making big moves in the fledgling economic recovery, leaving college towns or parents' homes and heading out of state at the highest rate since the height of the housing boom.
New census data released Thursday offer a detailed look at U.S. migration as mobility begins to revive after sliding to a record low last year.
The latest numbers show that young adults 25-29 are the primary out-of-state movers; they had the biggest gain in 13 years as they struck out on their own to test the job market in urban, high-tech meccas such as Washington, D.C.; Denver; Portland, Ore.; Seattle; and Austin, Texas.
In contrast, groups that showed some of the most movement in the housing boom of the last decade (2000-2010) ? working professionals, families and would-be retirees ? are still mostly locked in place, their out-of-state migration levels stuck at near lows due to underwater mortgages and shrunken retirement portfolios.
The demographic shifts, which analysts say could continue for many more years, are once again rejiggering the housing map.
Out are the super-sized McMansions in far-flung suburbs and in the sprawling Southwest, which helped drive rapid metro area growth in the early to middle part of the last decade in places such as Phoenix; Las Vegas; Orlando, Fla.; and Atlanta. In are new, 300 square-foot "micro" apartments under consideration for wider development in dense cities such as New York, San Francisco, Boston and Seattle, which are seeking to attract young single adults who value affordable spaces in prime locations to call their own.
"Footloose young singles are forming the leading edge of the coming migration wave," said William H. Frey, a Brookings Institution demographer who reviewed the numbers. He attributed the recent jump in mobility to pent-up demand among young adults who now are ready to "move on a dime" to land a job opportunity.
"We will see their migration rates swell even higher if the jobs become more plentiful," Frey said. "Families, older professionals and retirees will be latecomers; they have more financial baggage and will need to make more careful decisions about when and where to move."
Richard Florida, an American urban theorist and professor at the University of Toronto's Rotman School of Management, called the mobility gain an important sign the U.S. economy is getting back on track.
"Young people are moving out of their parents' basements and sampling places and sampling careers again," he said. "After living at home for a while, young people have kind of maxed it out. They are heading to bigger, vibrant cities, predominantly, because they're looking for economic opportunity and building their social networks."
About 1.7 percent of the U.S. population moved across state lines to a new home in the 12-month period ending March 2012, up slightly from 1.6 percent in the previous year.
The share of young adults ages 25-29 who moved to a new state was higher, about 3.8 percent. That's up from 3.4 percent in the previous year and the highest level since the height of the housing boom in 2005, when mobility was 5 percent. The 0.4 percentage point increase in 2012 is also the biggest jump for young adults since 1999, when the rapid rise of Internet startups and the need for young workers during the dot-com bubble drove migration.
Moving rates for college graduates of all ages remained mostly flat at 2 percent.
Among Americans 55 and older, out-of-state moves dipped from the previous year to a low of 0.7 percent. At the height of the housing boom, interstate migration for this group reached well over 1 percent, due mostly to baby boomers opting to retire early to residential hot spots in the South and West.
According to the latest data, some of the biggest winners in recent years have been states such as California, Massachusetts and New York. The states were able to reduce much of the annual losses they suffered in domestic migration during the housing boom, when residents left in mass numbers for wider, more affordable spaces in the Sun Belt and Mountain West. The bigger states also continue to gain relatively more people from higher immigration and births.
Broken down by age and metro area, the Washington, D.C., area ranked at the top of destinations for young adults in the 2009-2011 period, rocketing up from 45th in 2006-2008. The area has been boosted by its promise of more plentiful government-related jobs, as well as a continuing influx of students attending area universities and its up-and-coming neighborhoods.
Texas metro areas including Houston, Austin, Dallas and San Antonio, which already were on the rise before the recession hit in late 2007, have remained a strong draw for young adults due to in large part to their thriving energy and high-tech industries. They ranked second, fifth, sixth and ninth, respectively, in terms of youth migration.
Denver and Portland, Ore., rounded out the top five at No. 3 and No. 4.
Separate census data released earlier this year showed that most of America's largest cities were growing at a faster rate than their surrounding suburbs for the first time in a century, driven mostly by young adults. That also has prompted city planners to devise ways to attract young adults, who generally desire no-strings-attached apartment living and close proximity to potential jobs.
New York Mayor Michael Bloomberg in July invited architects to design an apartment building of "micro-units" no more than 300 square feet. The city envisions a future in which the young and the cash-poor will flock to these dwellings, having grown weary of "doubling up" with friends or family in the economic downturn.
In San Francisco, developers are seeking permission to rent out apartments as small as 220 square feet, a little more than twice the size of some prison cells.
Kenneth Johnson, a senior demographer at the University of New Hampshire, said it's hard to predict how much migration ultimately will pick up given the uncertainty in the economy. He said the people making the biggest moves in the coming years likely will be those who feel they must: young adults in search of jobs, couples with small children seeking better schools, new retirees desiring high-amenity recreational living.
"I suspect the recession has sobered the American population about migration," Johnson said.
The census findings are based on the Current Population Survey as of March 2012, as well as comparisons of the 2006-2008 and the 2009-2011 American Community Survey to provide a snapshot of every U.S. community with at least 20,000 residents. Figures from the 2011 American Community Survey also are used to establish broader trends.

The sixth annual PEAK World Finals brings together dirt racing?s three premier divisions, the World of Outlaws Sprint Car Series, the World of Outlaws Late Model Series and the Super DIRTcar Series Big-Block Modifieds, for three nights of on-track action that crowns their respective champions.
This year, country music up-and-comer Jason Sturgeon will perform a free 90-minute concert for fans both Friday and Saturday, from 3 p.m. to 4:30 p.m. Sturgeon?s music video for single ?Time Bomb? features 20-time World of Outlaws Sprint Car Series champion Steve Kinser.
Fans will also have a chance to get close to the drivers and their cars when they upgrade their grandstand ticket to include a pit pass for just $15 per day. Three-day pit passes are available for $85 without a grandstand seat.
Throughout the event, fans will enjoy a huge midway with driver merchandise trailers, sponsor displays and more. Plus, kids can have fun at the Charlotte Motor Speedway Fan Van, complete with interactive games. Lug Nut, the world?s fastest mascot, will also be on hand.
Friday and Saturday night, surrounding the feature races, there will be a giant fireworks extravaganza for the fans.
The PEAK World Finals begin Thursday, Nov. 1 with qualifying, continues Friday with a full slate of feature races and concludes Saturday with the season finales televised live, nationally on SPEED.
Spectator gates open at 4 p.m. Thursday, with opening ceremonies scheduled for 6 p.m. Friday and Saturday, gates open at 3 p.m. with opening ceremonies at 4:45 p.m. each day.
Last year?s event was standing-room-only and tickets for this year are going fast.?Three-day ticket packages start at just $69 for adults and $24 for kids 13 and under. Five days after a devastating bomb attack killed a top Lebanese security chief sparking minor clashes and road blockages by his supporters, a semblance of calm has returned to a country that has little interest in starting a new civil war.
The death of Brig. Gen. Wissam al-Hassan, head of the police's intelligence bureau, in a car bomb explosion in Beirut provoked headlines around the world that Lebanon was descending toward renewed civil strife and suffering the consequences of a spillover from neighboring Syria, which is caught in its own devastating conflict. Although Syria has been blamed by many Lebanese for Hassan's assassination, the reality is more complex, and the prognosis not necessarily as dire as the international assumptions would suggest.
?No I don?t think there will be a civil war from this assassination,? says Paul Salem, director of the Carnegie Endowment?s Middle East Center in Beirut. ?The leaderships of March 14 and March 8 do not want instability in Lebanon at this time,? he added referring to the two rival parliamentary coalitions that dominate the Lebanese political landscape.

Still, Lebanon does face a period of uncertainty as Syria collapses into ever-worsening violence. Lebanon?s communal stresses and strains and the conflict in Syria almost guarantee further acts of violence ? assassinations, random bomb attacks, Shiite-Sunni violence, or possible clashes along the sensitive northern and eastern borders with Syria. But there are compelling reasons why Lebanon will not succumb to the kind of full-blown civil war that ravaged the country between 1975 and 1990.
First, memories of that debilitating 16-year conflict are still raw. The war left more than 100,000 people dead and some 17,000 still missing, a substantial number for a country with a population today of only 4 million. No one seeks a return to that grim and bloody period.
Second, in 1975, the military balance between the rival sides was more equally matched than is the case today. In 2012, there is only one major non-state armed force ? the militant Shiite Hezbollah. With its enormous military resources, Hezbollah could defeat the Lebanese Army, let alone another militia.
The confrontational dynamic in Lebanon today is no longer Christian against Muslim, but Sunni against Shiite, reflecting the intra-Muslim schism that has taken hold in the region during the past decade. Several hundred Lebanese Sunni volunteers have joined the ranks of the rebel Free Syrian Army to fight the forces loyal to President Bashar al-Assad. Radical voices drawn mainly from the clergy are emerging in Lebanon in reaction to the Syria conflict as well as Sunni frustration at the rising power of Lebanese Shiites and a moderate Sunni leadership that seems out of step with the mood on the street.
Hezbollah cadres say they are bracing for what they believe is an inevitable large-scale car-bomb attack ? of the kind that has blighted Iraq and more recently Syria ? targeting the party?s stronghold in the densely populated southern suburbs of Beirut. Yet, in general, Lebanese Sunnis are unable to mount a prolonged internal conflict, especially against Hezbollah, even if the leadership of the community wanted to do so.
Third, despite the factional rivalries in Lebanon, the top leaders agree on the importance of maintaining stability in Lebanon and not allowing Syria?s woes to trigger domestic violence. Hezbollah stayed out of the sporadic clashes that followed Hassan?s death last week, recognizing that the Sunni supporters of the slain security chief were venting anger rather than seeking a war. The Lebanese Army also had political cover to move into trouble spots in Beirut and elsewhere to stamp out the clashes.
As the tensions on the streets dissipate, the rival factions are pursuing their disagreements on a political level. The Western-backed March 14 coalition is seeking the resignation of the government and its replacement with a neutral cabinet of technocrats drawn from neither camp. The March 8 coalition, which is headed by Hezbollah and forms the backbone of the government, refuses to step down but has said it is open to a possible cabinet reshuffle.
The Lebanese have long endured factional violence and have developed a battle-worn resilience that helps maintain a (somewhat dysfunctional) degree of stability.
?Top-level assassinations and instant street clashes that would shatter most other countries are taken in stride by most Lebanese, who stay home for 36 hours and then resume their normal lives,? wrote Rami Khouri, director of the Issam Fares Institute of Public Policy and International Affairs at the American University of Beirut, in a weekly column for Agence Global.

AMSTERDAM (Reuters) - Dutch chip equipment maker ASM International reported a 94 percent fall in profit for the third quarter, weighed down by a 79 percent fall in operating profit.
ASMI, which makes equipment used for processing, assembly and packaging of semiconductors, said weak economy weighed on both its chip processing and packaging businesses.
"While sales, both in Front-end and Back-end showed, despite worsening market conditions, a healthy growth, our results were lagging behind," Chief Executive Officer Chuck del Prado said in a statement.
The company's front-end business involves processing, or production, of silicon chips, and the back-end, held by Hong-Kong listed ASM Pacific Technology , specializes in dicing and packaging of microchips.
ASMI reported a third-quarter net profit of 4.9 million euros, down from 17.7 million euros in the second quarter, and 81 million euros last year. Analysts polled by Reuters were expecting 25.6 million euros.
ASMI's group sales for the quarter were up 9 percent to 409.3 million euros, boosted by a 15 percent rise in revenue at the firm's back-end business, which makes the bulk of its sales. Sales at the front end fell by 8 percent from the prior year.
The firm's order book or orders booked but not yet paid -- the best indication of future earnings -- fell 33 percent to 295.2 million euros sequentially. Analysts had expected third-quarter order book of 371 million euros.
After years of battles with shareholders, ASMI's founder and largest shareholder, Arthur del Prado, who is Chuck del Prado's father, told investors at a shareholder meeting in May he is in favor of splitting up the company to create more value.
The firm made no mention of this major change in direction on Thursday in its earnings statement, nor did it mention the study currently being conducted into the market's valuation of ASMI.
